Efficient police a sign of the times

My driver's license expired last Friday after six years. A few days
earlier, I had downloaded a blank "certificate of physical health" form
from the website of the Beijing municipal traffic authorities and went to
an authorized hospital for a test. The test was required for the renewal
of the license.

After the medical check, the physician put the official stamp on the
certificate to affirm my healthy condition. But he said that my photo on
the form did not conform with the traffic authorities' requirement.

"It should be one inch in size. You must have cropped a two-inch photo to
fit into that blank," he said. I admitted to the little trick. As I
didn't bother to go to a studio for a new photo, I used an old one
instead. "Very likely they (the police) will reject it and you'll have to
come back again," the physician said.

I called the police station in charge of vehicles administration in
Haidian District. A policewoman told me where the station was and what I
needed to prepare for renewing the license, including three one-inch
photos.

I went there on Friday wondering if I would become an illegal driver when
I returned from the police station after yielding the expired license and
handing in the application for a new one. According to my past
experience, it would take at least one week before the new license was
ready.

Surprisingly, I waited for only half an hour for it to be issued.

The officers were exceptionally efficient and considerate. A policeman at
the information desk told me patiently how to fill in the application
form. I mentioned my worry about the photo. He assured me the health
certificate would be accepted as valid so long as I stuck a photo of
standard size beside the original photo. This impressed me very much
because in the past the certificate would be rejected as invalid and I
would be asked to return with a standard one.

After I handed in the forms at window No 3 and answered a few questions,
I was told to wait for the result at window No 7. While waiting, I looked
around the hall. There were 11 windows, each handling a particular
business. Beside each of them there was a written notice specifying the
procedure of formalities and the materials and information the applicant
needs to deliver. In this way the possible delay because of repeated
explanation is greatly reduced.

And the police officers' work was obviously done at a quick pace. There
was no sign of loitering, which was commonplace in the past. Even the
making of the plastic license card with photo was completed in a few
minutes.

The greatly improved work efficiency at the Haidian vehicles
administration station should be attributed, as I see it, to two things.
First, the officers are now more faithful to their duties, hence more
assiduous in their work. Faster pace in work means more workload and less
or no time for idling. In contrast, in the past they could easily waste
away time by sending citizens away with various excuses. At that time,
they might handle one or two dozens of cases a day, but now they will
handle about 100 cases, I estimate.

Second, the work is well planned and conducted in an orderly manner and
with flexibility. This also requires a strong zeal for work from the
officers.

I believe the improved work efficiency is part of the Beijing
government's effort to improve the city's image before hosting the
Olympic Games. I have not visited other government departments, nor have
I done any investigation. So I don't know if the Haidian police station
happens to be an outstanding model or just is a typical example of all
government departments. I would rather believe it is the latter.

Congestion charge needs fresh look

Speaking to reporters after stepping down as transport czar in Hong Kong,
Sarah Liao talked generally about her achievements and frustrations as an
outsider answering the call of public service.

In one particular interview, she specifically mentioned, among other
things, the bureaucratic stonewalling of her push for electronic road
pricing. She recalled that her senior aides, who were all career civil
servants, quietly advised her to drop the idea because it was supposed to
be an "untouchable" topic.

Liao did not elaborate. But considering the success of similar programs
in other cities, notably Singapore and London, it seems inexplicable why
the idea is taboo in Hong Kong. Electronic road pricing, as practiced in
other cities, is basically a charge on vehicles entering the central
business districts during the morning rush hours.

Singapore has had such a system in place for years and nobody seems to
have ever questioned its legitimacy. London introduced what it called a
"day congestion charge" in 2003, which led to an immediate drop in
traffic congestion by almost 20 percent, resulting in an estimated 15
percent cut in carbon dioxide emissions.

Now, the New York State Assembly is debating the merits of introducing
such a scheme in Manhattan.

We believe that Hong Kong should at least explore the feasibility of the
scheme as air pollution is widely seen to be worsening in the city. What
is more, the fees can generate a sizeable income for the government even
if traffic in the business district during rush hours is cut by 20
percent. In London, the congestion charge is bringing in about $200
million of revenue a year.

Hong Kong has what Ken Livingstone, the mayor of London, called the
"preconditions" for the successful implementation of a "day congestion
charge". In a New York Times' column, Livingstone wrote: "In London, as
will be the case in New York or any other city, an enhanced public
transportation system is critical."

That is not a problem for Hong Kong, which is widely recognized as having
one of the world's most efficient public transport systems, built around
a fast and affordable underground railway, supplemented by a fleet of
air-conditioned and clean buses.

As is the case in New York, the proposition has met with considerable
resistance from retailers and caterers who worry that the congestion
surcharge could hurt business. Their counterparts in Hong Kong obviously
share the same concern about electronic road pricing.

Based on the London experience, such worries seem unwarranted. According
to Livingstone, the retail outlets within the zone subject to the
congestion charge have seen "increases in sales that have significantly
exceeded the national average". The theater district, which largely falls
within the zone, has been doing just as well. "People are still flocking
to London - they're simply doing so in more efficient and less polluting
ways," the mayor wrote.

It is not clear why some senior officials in the transport department of
the Hong Kong government consider the idea of a congestion charge so
sensitive that renders it almost unmentionable. The powerful bankers and
property barons who have offices in the business center certainly would
not mind paying a small charge for the privilege of traveling to work in
their private limousines.

Indeed, the scheme has proven to be so successful in London. What works
in London, or Singapore, for that matter, does not necessarily work in
Hong Kong. But a congestion charge is obviously a scheme worth
considering and there is no reason why we should reject it as something
"untouchable".

Wuxi cleans blue algae in the Taihu Lake

BEIJING, July 22 - Chinese Premier Wen Jiabao on early Saturday morning
visited a community medical service center to see how the basic medicare
for urban residents worked.
"It's weekend today. I plan to do a fieldwork research (about medicare),"
said the premier at the beginning of a symposium attended by workers,
officials and residents in a Beijing residential area.
Wen's questions include how many people in the community could enjoy
medicare, whether residents could see doctors in the community, whether
doctors of big hospitals could help with community medical services, and
the piloting of the medicare system for urban residents.
The capital initiated a mechanism of basic medicare. Under the mechanism
to promote community medical services in the city, large hospitals must
support community health centers with facilities and manpower, and a
"medical unity platform" for data-sharing was set up.
Wen said that establishing medicare and community medical services, a big
part of the country's medical reform, was an arduous task that needs
participation of the public.
"The medical system, medicare and purchase and sale of drugs should be
planned as a whole," said the premier, adding different regions can have
different paths in line with the actual conditions.
In a medicare service center, the premier asked whether 77-year-old Ma
Yingjie, not covered by medicare yet, wanted to joined the medicare
against major illness.
"Sure. My nephew can help me submit the 300 yuan premium, and the
government will chip in another 1,100 yuan for me, with which I don't
need to worry about seeing doctors in the future," said Ma, referring to
the pilot medicare program for the elderly and children which is being
promoted across the country this year.
"We are doing it at the very beginning and must gradually improve it,"
said the premier, adding the elderly and children should enjoy special
care of the society.

Hot money influx is 'cooling down'

July 13 - The influx of speculative money from overseas, or hot money,
into China's stock market is showing signs of slowdown thanks to recent
cooling-down measures by the government, analysts said.
The increase in foreign exchange reserves not attributed to trade surplus
or foreign direct investment declined from $73 billion in the first
quarter to $48 billion in the second quarter, according to data from
investment bank Lehman Brothers and CEIC, an international financial
information provider.
China registered a rise in foreign exchange reserves of $131 billion in
the second quarter. Despite its high percentage in annualized terms, the
actual amount is less than the $136 billion that China earned in the
first quarter.
The change "suggests that hot money inflows may be slowing," Sun
Mingchun, vice-president and Asia economist of Lehman Brothers Asia Ltd,
told China Daily yesterday.
He attributed it to strict checks by the government on illegal capital
inflows and slow trading in the equity market since the rise in the stamp
tax on stock transactions in early June.
The hot money may now go to Hong Kong or other markets to seek better
investment returns, Sun said.
In another development, the State Administration of Foreign Exchange
(SAFE) repeated its call yesterday to control illegal capital inflows, or
money going into the stock or real estate markets betting on the yuan's
appreciation, under the pretext of trade payment or direct investment.
"The regulatory authorities will continuously strengthen monitoring and
administration of cross-border flows of funds, and block the inflow of
foreign capital on fictitious trade claims," said a statement posted on
the SAFE website yesterday.
Sun of Lehman Brothers said that the government should publish the
results of the investigations and penalize companies violating the
regulations, "to prevent more companies from following suit".

July 11 - Less than 40 percent of the population is restricted by the
family planning policy to having one child, a senior official with the
National Population and Family Planning Commission said yesterday.
While popularly referred to as the "one child policy", the rule actually
restricts just 35.9 percent of the population to having one child, Yu
Xuejun, a spokesman with the commission, said in a Webcast on the
government's website (www.gov.cn).
Except in Central China's Henan Province, couples can have two children
if they are both only children, he said.
In addition, more than 11 percent of the population, mostly minority
groups, is free to have two or more children, he said.
In many rural areas, couples are allowed to have a second child if their
first is a girl (the so-called "one-and-a-half children policy"). This
applies to 52.9 percent of the population. For lack of a social security
system, people usually depend on sons to support them when they grow old.
Yu said China does not want the current birth rate of 1.8 per couple to
fall, as it needs to be "in harmony with the economy, resources and
environment".
He said that since 2000, the family planning policy has been adjusted to
maintain the birth rate, not lower it.
"We don't encourage couples who are entitled to have two children to have
only one," Yu said. "And it is not true we want the birth rate to be as
low as possible."
He also suggested the export of labor could help reduce the population
pressure.
"Family planning is, of course, not the only way to control the
population," he said.
"China has 20 percent of the world's population, but accounts for only 1
percent of global expatriate laborers.
"In countries like the Philippines and Mexico, about 10 percent of
laborers work abroad every year, which is a good inspiration for our
country," he said
Workers from the Philippines were even beginning to show up in China, he
said.
Yu also said the family planning policy had a "certain relationship" with
the acceleration of an aging society and the imbalance in the sex ratio
of newborn babies.
However, he said the government must maintain its birth polices as the
baby boom generation of the 1970s and 80s has now reached marriage and
childbearing age, risking another population surge if restrictions are
dropped.
"I can see no major changes in the family planning policy before 2010,"
he said.
"After that, the government might adjust it according to the situation."
China has maintained its family planning policy since the late 1970s.

Chinese shares rise 2.69% on Monday

BEIJING, July 10 - Chinese shares closed 2.69 percent higher on Monday
after the government imposed restrictions last Friday on the sale of
state-owned shares, allaying fears that large stock sales may hurt the
stability of the market.
The benchmark Shanghai Composite Index, which covers A and B shares
listed on the Shanghai Stock Exchange, rose 2.69 percent, or 101.87
points, to close at 3,883.22 points.
The component index of the smaller Shenzhen Stock Exchange was up 451.06
points or 3.64 percent, to 12,846.41 points.
The combined turnover of the two bourses rose to 159.7 billion yuan (20.7
billion U.S. dollars) from 145.7 billion yuan on the previous trading
day, indicating the market continued to regain public confidence
following the 5.25 percent drop on July 5.
China's central bank vice governor Wu Xiaoling said at the weekend that
the country's monetary policy was not directly targeting the stock market
or the real estate sector, which was also believed by analysts to have
helped stabilize the market sentiment.
Only 50 stocks declined in value, while 50 stocks went up by the maximum
ten percent, except for stocks under "special treatment" in companies
that have failed to report profits for two consecutive years.
Heavyweight bank stocks recorded the highest rise, with the Industrial
and Commercial Bank of China up 2.13 percent to close at 5.27 yuan, and
the Bank of China up 1.6 percent to 5.07 yuan.
China Merchants Bank surged 6.68 percent, while both Shenzhen Development
Bank and Fujian-based Industrial Bank gained four percent.
Stocks in the real estate, metallurgical and pharmaceutical sectors also
performed well.
The Hushen 300 Index, which tracks 300 companies on the Shanghai and
Shenzhen stock exchanges, closed at 3,821.30 points, up 111.02 points, or
2.9 percent.

Huge sago bud

This sago bud is about 50 cm long. The tree is grown in Zhejiang, and it

China vows to offer more assistance to Iraq

BEIJING, June 23 -- Chinese Premier Wen Jiabao on Friday vowed to offer
more assistance to Iraq as Iraqi President Jalal Talabani paid his first
state visit to China.
"China would like to write off Iraqi debts, offer Iraq assistance within
its ability and help train Iraqi personnel to upgrade the country's
educational and medical capacities," Wen told Talabani.
On Thursday, China and Iraq signed four agreements, including one that
canceled some Iraqi debt. But it is unclear how much Iraqi debt will be
erased by China.
Wen said the Chinese government would like to work with Iraq to seek
stronger cooperation in various sectors and on the basis of mutual trust
and equality.
Talabani said he was touched by the friendly feelings the Chinese people
have shown to the Iraqi people and impressed with the Chinese
government's sincerity in developing ties with Iraq.
Talabani said Iraq appreciated China's support to Iraq on economic
reconstruction.
Their 40-minute-long meeting took place in Zhongnanhai in downtown
Beijing where China's top leaders work and live.
Talabani is the first Iraqi president to visit China since the two
countries forged diplomatic ties in 1958.
The week-long visit will also take Talabani to northwest China's ancient
city of Xi'an and Nanjing, capital of eastern Jiangsu Province.
In April 2005, Talabani was elected president of Iraq, becoming the first
Kurdish president in Iraqi history.

connected over China's Yangtze River on Monday, June 18, 2007.

June 19 - The two ends of the bridge with the world's longest span were
connected over China's Yangtze River on Monday.
The bridge linking two major cities in the eastern Jiangsu Province is
being built by the Second Engineering Corp. of the China Road and Bridge
Corp. at a cost of 6.45 billion yuan (830 million U.S. dollars).
Started simultaneously in the cities of Nantong and Suzhou in 2003, the
Sutong Yangtze Road Bridge, linking Nantong and Changshu in Suzhou, runs
32.4 kilometers, with 8,146 meters spanning the Yangtze, China's longest
waterway.
It has the world's longest span of 1,088 meters, usurping the previous
record holder, the Tatara Bridge in Japan, which has a main span of 890
meters.
Its steel and concrete bridge towers, the tallest in the world, stand at
300.4 meters.
Experts say the bridge will serve as a major land link between
Nantong,Suzhou and Shanghai after it opens to traffic in 2008. It will
also promote economic growth in the Yangtze River Delta and promote
tourism.
Around 150,000 bridges had been built in China over the past 15 years, an
average of 10,000 a year, said Xu Kuangdi, president of the Chinese
Academy of Engineering.
The bridges, with a total distance of more than 8,300 kilometers, include
road and railway bridges, cloverleaf intersections in big cities, and
156.7 kilometers of bridges built on frozen ground for the Qinghai-Tibet
railway.

The first Qinghai Lake Sand Sculpture Festival will be started on July 8
at the Sand Island in Qinghai Lake of Qinghai Province. Local government
has invested nearly 4.5 million yuan on the festival to make it a
marvellous and unforgetable one. The picture was taken on June 16.

Collection of ancient potteries and porcelains

Kong Zhaojin, a retired citizen from Xuchang, central China's Henan
Province, clears his collection of all kinds of ancient potteries and
porcelains on June 13, 2007. Fascinated by the ancient Chinese culture,

Chinese people adopt new ideas in moral value

Chinanews, Beijing, June 13 �C The Beijing Daily recently issued a survey
result on Chinese citizens' moral value status. The result shows that
three fundamental changes have taken place in society about people's
family moral values. The husbands and wives enjoy an equal status in the
family and Chinese people adopt new ideas on childbirth, the Beijing
Daily reported.
Firstly, more families have transformed from traditional family types to
modern ones. Husbands and wives enjoy an equal status in the family.
Democracy replaces patriarchy to become the dominant form in running the
family. Family members discuss things with each other and make decisions
together. Chinese people have changed their ideas, too, in respect to
childbirth.
Secondly, family members become more independent than before. Most family
members make plans for their own life and do not rely too much on others.
Family relations with the state and the work units become looser than
before. People choose marriage partners on their own. Nowadays, women can
file divorce if they like. Old people can remarry if they find their
ideal marriage partner. Such remarriage is accepted by society at large.
Thirdly, most families are filled with an open atmosphere. Family life
adopts more social values and most families pursue a high-quality life.
Many Chinese families are nuclear families. Families and society together
shoulder the responsibility for old people's life.
Despite this, there are still problems that face modern families.
Firstly, marriage relations become more unstable compared with the past.
Many families encounter extramarital affair. This is especially true in
the eastern coastal cities. In recent years, divorce rate keeps rising
and there have appeared many types of abnormal marriage relations, such
as trial marriage, living together with the rich, experiencing sexual
relations before marriage, premarital pregnancy, extramarital relations,
and finding lovers. Domestic violence is also on the rise. There are more
single-parent families now than ever.
Secondly, many parents neglect to teach their children the basic moral
standards. Instead, they merely focus on kids' intelligence status.
Nowadays, many children are the only child in their families. Most of
these children are spoiled by their parents. Many children indulge in
pleasure seeking and do not do much physical work at home. They are
self-centered and cannot manage their own life properly. In addition,
these children can hardly bear hardship in life.
Thirdly, in some families, parents have to support the life of their
children who are already grown up. In other families, old people are
abandoned by the family, and there is not a strong family relationship
among family members. In many cases, children or grandchildren become the
only source to maintain family ties.
In order to do the survey, about 6,000 people were chosen as samples.
5,951 people gave their effective answers in return. These people came
from Beijing, Shanghai, Harbin, Nanchang, Haikou, Chongqing, Lanzhou,
Zhengzhou, Kunming, and Dalian. They belonged to different age groups and
worked in different fields. Their educational background also varied
greatly.

Artificial lake at "Bird's Nest" tested

One of artificial lakes surrounding the Beijing National Stadium, the
main venue for the 2008 Olympic Games, was tested for water quality on
Wednesday, June 6, 2007. According to CRI, Plants have also been grown
beneath the water surface, aiming to purify the water. The National
Stadium, also known as the bird's nest because of its unique design, is
the main track and field stadium for the Olympics and will host the
opening and closing ceremonies.
