Economic Development and Achievements

According to its development principle of "three focuses and one
commitment", NETDZ has actively introduced foreign capital, technology
and management experience during these 20 years. It has gained remarkable
achievements in the aspects of economic development, industrial
cultivation, science and technology progress, land development, urban
construction, expansion of exports, increasing employment, and so on.
NETDZ has become the most vigorous and promising growth point in China's
economy. At the same time with its own development, NETDZ has promoted
its locating city's restructuring of industries and enhancement of its
economic strength through the extension of industrial chains, which help
the reform of traditional industries. NETDZ has made its financial
contribution to our country and the local government. NETDZ's economic
gains, efficient utilization of land resource, input-output ratio,per
capita labor productivity, and GDP per capita are all proved to be in the
leading level and show its demonstration function.
(1) The country and locating city's new economic growth point
In 2004, the 24 NETDZs and 5 industrial parks which enjoying the same
policies as granted to NETDZ, realized GDP of 660.14 billion yuan,
accounting for 4.84% of the total amount in China. (see Chart 2-1)

In terms of the development speed, NETDZ's GDP in 2004 increased by
32.43% comparing to the same period the previous year, much higher than
the average level of the country. From 1984 to 2003, the average
increment speed of NETDZ's GDP was 41.36%. The high economic growth
effectively drove the economic development of their locating areas and
the country as a whole.
It's not only shown on the indicators that the NETDZ has promoted the
national and regional economic development, it's also shown on its
contribution to central and local finance. In 2004, the combined tax
revenue of enterprises in NETDZ amounted to 93.3 billion yuan, accounting
for 3.63% of the country's tatle. (see Table 2-1)

(2) The country's important modern industrial base
In 2003, NETDZ achieved an industrial output value of 1295.7 billion yuan
with industrial added value of 360.2 billion yuan, which accounts for
9.13% and 6.62% of the national indicators respectively.
The high-tech industry has enjoyed outstanding rapid development in
NETDZ. In 2003, their industrial output value amounted to 590.46 billion
yuan, with industrial added value of 132.2 billion yuan (according to
incomplete statistic), rising 37.13% and 33.7% respectively than the
previous year, and accounting for 41.69% and 36.7% of NETDZ's overall
industrial output value and industrial added value respectively. (see

Numerous technological innovation results were generated in NETDZ. By the
end of 2003, the number of introduced high-tech projects into NETDZ has
exceeded 4000, the financial support funds have been accumulated to 5.786
billion yuan, and the cumulative introduced and established R&D centers
have totaled to 653, in which 8630 scientific research achievements have
been accomplished, including 6130 projects being industrialized and
converted into production power.
NETDZ has distinct features in its industries, which mainly concentrated
on the following six fields: electronics & IT, communications and
transportation facilities and manufacturing, electric machinery &
devices, biotech and pharmaceuticals, chemical materials and products,
and food & beverage. According to incomplete statistic, the total output
value in the six sectors hit 793.11 billion yuan, with industrial added
value of 218.25 billion yuan, accounting for 61.2% and 60.59%
respectively of the total value in NETDZ. The output value of NETDZ's
electronics & IT sector was 377.67 billion yuan in 2003, with the
industrial added value reaching 91.5 billion yuan. Their proportions to
NETDZ as a whole were 29.15% and 25.4% respectively. In 2002, the
proportion of the output value and added value of NETDZ's electronics &
IT sector to the country's value were 23.64% and 19.69% respectively.
Electronics & IT sector has become the largest pillar industry in NETDZ.
Some of the industrial products from NETDZ's enterprises also occupy
quite a large share in China. Incomplete statistic show that in 2002, the
output of automobiles from NETDZ was 599 thousand, accounting for 54.86%
of the total of the country; the output of mobile phones was 58.013
million, accounting for 47.76% of China. In 2003, the output of
above-mentioned products surged to 923.6 thousand and 6.9533 million
respectively, with their proportions to the country being further
increased. Moreover, the output of NETDZ's automotive glass,
program-controlled exchange, duplicator, video player, color monitor
occupied 60%, 21%, 30%, 30%, and 14% respectively of the country's total
output.
(3) An important role in China's export-oriented economic growth
NETDZ maintains a relatively quick growth in its actual FDI absorption
and exports, and have been playing an important role in China's
opening-up progress. In the year 2003, the contracted overseas investment
in NETDZ totaled US$20.28 billion, up 27.31% from the year earlier; the
actually utilized foreign investment reached US$10.33 billion, 35.92%
higher than it was in the same period in 2002, and 34.48% higher than the
national average growing range. The contractual and actually-utilized
foreign investment respectively occupied 17.20% and 18.51% of the
country's total. NETDZ has become the "hot land" for multinational
corporations (MNC) to invest in China. Be the end of 2003, MNCs on the
"Fortune Global 500" list have invested and set up 720 enterprises, with
total investment of US$36.06 billion and actually-realized investment of
US$12.25 billion.
In 2003, NETDZ's export value amounted to US$48.88 billion, up 18.15%
than the year earlier, exceeding 13.55% than the national average growth
rate and accounting for 11.15% of the country's total exports. The
imports in 2003 was US$51.986 billion, 56.41% and 16.51% higher than the
national average, accounting for 12.59% of China's total imports as a
whole. (see Table 2-3)

(4) Remarkable achievements in land development, urban construction and
employment improvement
The planned area of NETDZ ratified by the State Council is approximately
730 sq. km, in which 485.71 sq. km of industry-utilized land have been
developed, accounting for 66.48% of the approved area. A large number of
projects are operating or under construction on the developed land.
At present, NETDZ has become the best-performing area in China in terms
of intensive and effective utilization of land resources. (see Table 2-4)
According to statistic, NETDZ has been home to16200 industrial
enterprises by the end of 2003, including 11600 overseas-funded
industrial enterprises, which accounts for 70% of the total number.
Averagely, there are 45 enterprises established and operated on per
square kilometer area. For many NETDZs, the industrial output value per
developed square kilometer reached 4 to 7 billion yuan annually. NETDZ
has admitted 2.89 million employees.
