China is entering a post-GDP era

Chinanews, Mar. 9 - With the introduction of the concept of "harmonious
society", it is increasingly clear that China is stepping into a post-GDP
era.
According to the official press, China in the past has been inclined to
alleviate social conflicts brought on by economic transition by pursuing
high economic growth. However, it has been proven that high economic
growth does not always lead to the creation of new jobs. Unfair
allocation of social wealth created by economic growth would also
intensify social conflicts. In the past two decades, the public's
complaint letters and cases handled by the courts have risen nearly 500
fold. Conflicts on agriculture, relocation compensation, unemployment,
public security and protection of citizen rights have been intensifying.
According to sociologists, if the challenge that China's reform and
development confronted in the past two decades was economic, then the
problems they are facing in the next two decades would be social. These
social problems should be the focus for China in its effort to construct
a harmonious socialist society.
Premier Wen Jiabao spent five pages of his report on the work of the
government to elaborate on the issue of harmonious society. He expounded
on the concepts of "scientific development strategy" and the "harmonious
society". These new concepts of governance are gradually weakening the
emphasis on GDP growth. They also reflect the government's new focus on
balanced social development.
This year, before the Conference of the National People's Congress and
the Chinese People's Political Consultative Conference were convened, the
State Environmental Protection Administration Bureau and the National
Bureau of Statistics launched the Green GDP pilot program focused on
environmental accounting and the research on the economic costs of
pollution. This pilot program would be conducted in 4 stages, starting
from January this year and would last for one year. Compared with the way
it was done in the past, GDP is defined differently in this era.
