BOCOG comments on unveiling of Olympic torch passing Taipei

Apr.28 - The Organizing Committee for the Beijing Olympic Games (BOCOG)
on Friday called a news conference where BOCOG executive vice president
and spokesperson Jiang Xiaoyu gave a statement on the unveiling of the
Olympic torch passing Taipei.
The statement is as follows:
Last night BOCOG announced the planned route of the Beijing Olympic Games
torch relay, which had been approved by the International Olympic
Committee (IOC), and the arrangement of the route strictly follows the
Olympic Charter and the relevant rules and regulations of the IOC.
At present, BOCOG learned from media reports that Taiwan authorities and
the Chinese Taipei Olympic Committee said that they could not accept the
planned route of the 2008 Beijing Olympics torch relay and we are
surprised.
The relay of the 2008 Olympic torch in Taipei has been keenly anticipated
by our compatriots in Taiwan. They have expressed their wishes to BOCOG
in different ways. During preparation for the Games, we deeply feel
Taiwan compatriots are looking forward to the torch relay in Taipei as
they support Olympic venue construction and participate in Olympic
cultural activities.
In November 2006, BOCOG sent out invitations to Olympic committees, under
whose jurisdiction the planned route will pass, including the Chinese
Taipei Olympic Committee.
On December 28, 2006, Mr. Tsai Chen-wei, chairman of the Chinese Taipei
Olympic Committee, replied in a letter that they accepted the invitation.
The letter said: "On behalf of the Chinese Taipei Olympic Committee, I
would like to confirm that the Chinese Taipei Olympic Committee is
willing to participate in the Beijing Olympic Games torch relay and
looking forward to close cooperation with BOCOG in the future to fulfill
the sacred task of passing the Olympic flame in accordance with the
Olympic spirit and Olympic principles."
In February this year, a four-member delegation including Mr. Tsai met
with BOCOG in Beijing and reached four points of consensus.
The four points are as follows:
1. Both parties are committed to abiding by the regulations, resolutions
and practice of the IOC and together preserving the purity and sanctity
of the Olympic torch relay and Olympic flame.
2. Beijing Olympic Games torch relay is an important part of the Beijing
Olympic Games. Just like the Games, the relay must follow the Olympic
Charter.
3. Beijing Olympic Games torch relay passing Taipei is a sport and
cultural activity carried out within the jurisdiction of the Chinese
Taipei Olympic Committee. The Chinese Taipei Olympic Committee will
ensure that the torch relay is conducted smoothly under its jurisdiction.
4. When the torch relay is conducted under the jurisdiction of the
Chinese Taipei Olympic Committee, the use of relevant flags, emblems and
songs should strictly follows the relevant regulations of the IOC. At the
same time, the Chinese Taipei Olympic Committee is obliged to coordinate
all concerned parties to ensure any flags, emblems and songs which are
inconsistent with IOC regulations won't be used during the torch relay.
On March 27, 2007, Mr. Tsai Chen-wei, chairman of the Chinese Taipei
Olympic Committee, sent a letter to BOCOG to confirm the following
arrangements: the Taipei leg of the Beijing Games torch relay will take
place on April 30, 2008; the Olympic flame will fly from Ho Chi Minh City
to Taipei and leave for Hong Kong on May 1 after the relay ends in Taipei.
In a signed confirmation letter addressed to BOCOG, Mr. Tsai said: "On
behalf of the Chinese Taipei Olympic Committee, I would like to confirm
the reaching of consensus between BOCOG and us in our meeting, as well as
to confirm the 2008 Beijing Olympic Games torch relay route concerning
the Taipei leg (as shown on Page 3 in the 2008 Olympic Games torch relay
documents). I believe that with further planning and consultation between
the two parties, the torch relay will be conducted successfully in Taipei
and it will leave a perfect record."
On April 12, BOCOG sent the invitation to Mr. Tsai to attend the
launching ceremony of the route for the 2008 Olympic torch relay. On
April 14, BOCOG executive vice president Liu Jingmin received a letter
from Tsai in which he says, "We have received your invitation letter on
April 12, the Chinese Taipei Olympic Committee is honored and delighted
that Taipei is included on the 2008 Olympic torch relay route and that
Taiwan compatriots will have opportunities to share the enthusiasm and
joy of Olympic flame. It is the outcome of the joint efforts by both
sides and is very much anticipated and cherished. I myself again extend
sincere respect and gratitude to you, my brother, and to your colleagues
in the organizing committee for your hard work and contributions.
However, I would not be available for the event because it clashes with
my schedule. I apologize for my absence and hope that I could visit
Beijing at another date to meet with you and celebrate together such an
inspiring and historical moment. Hereby I wish the launching a complete
success."
Hereafter, the IOC approved the planned route for the Beijing Olympic
torch relay.
All of a sudden, Mr. Tsai wrote a letter to BOCOG on April 20, saying
"The current evolution of many issues is out of our sports community's
control. Taiwan's status as an independent sovereign state would be
degraded if the Olympic flame travels to Hong Kong via Taipei, so my
authorities request that the relay enter into Taipei and exit Taipei
through third-party countries." This letter unilaterally breached the
agreement reached by both side.
In the hope of satisfying Taiwan compatriots' wishes of participating in
the Olympic torch relay, BOCOG wrote a letter to Mr. Tsai, which says
"The launching of the torch relay route is imminent. The request by your
authorities goes against the consensus reached by both sides as well as
the route on which you have made a written confirmation, which we cannot
understand."
Passing the Olympic flame in Taipei helps spread the Olympic spirit, and
it is a great event beneficial to Taiwan compatriots and will create
everlasting good. We still hope that the Chinese
Taipei Olympic Committee will focus on the interests of our Taiwan
compatriots, resist political interference and make good the consensus
the two parties have reached.
BOCOG believes that the Chinese Taipei Olympic Committee and its
authorities have violated the Olympic Charter and the IOC's principle of
separating sports from politics by rejecting the torch relay route. The
Olympic flame is the symbol of Olympic spirit, and the Olympic torch
relay is a grand celebration of mankind that represents peace and
friendship.
Passing the Olympic flame in Taipei helps spread the Olympic spirit, and
it is a great event beneficial to Taiwan compatriots and will create
everlasting good. We still hope that the Chinese Taipei Olympic Committee
and its authorities will focus on the interests of our Taiwan compatriots
and the Olympic Movement, and make good the consensus the two parties
have reached and the route that has been confirmed. Therefore, the good
wishes of our Taiwan compatriots to participate in the Olympic torch
relay will come true.

Railway arteries linking Central and West Asia kicked off

Chinanews, Urumqi, Apr. 25 �C Construction of the three major railway
lines in Xinjiang Uygur Autonomous Region began on Tuesday. It is
regarded as an unprecedented event in the local railway history. When
completed, the three railway lines will form an important part that will
link China to Central and West Asia, as well as to Europe.
One of the three lines goes from Urumqi to Jinghe; one from Turpan to
Korla; and one from Kuytun to Beitun.
The Urumqi �C Jinghe part starts from the Urumqi station on
Lanzhou-Urumqi railway line and goes through Changji, Shihezi, Kuytun,
and Usu to Jinghe. The total length of this section will reach 382
kilometers and the total investment involved 2.7 billion yuan.
The Turpan �C Korla part begins from the Turpan station on Lanzhou-Urumqi
railway line and travels through Toksun, Hoxud, and Yanqi to Korla, with
a total length of 334 kilometers and a total investment of 8.6 billion
yuan.
The Kuytun �C Beitun part starts from Kuytun Station on Lanzhou-Urumqi
railway line and travels northwards through Karamay, Wuqia County, and
Fuhai County to Beitun. The length of the newly constructed part will be
458 kilometers and investment for the construction will reach 5.5 billion
yuan.
The three railway lines will expand and strengthen the existing railway
network in the west region and pave the way for the great future economic
development in Xinjiang. They will serve as the great transportation
arteries linking China with Central and West Asia, and Europe.
Construction of the three projects will play a significant role in
speeding up the railway construction in Xinjiang, promoting the reform
and opening-up, and socio-economic development in Xinjiang, said Wang
Lequan, Party Secretary of the Xinjiang Uygur Autonomous Region when he
attended the opening ceremony held in Kuytun.
Construction of the three railway projects will have a far-reaching
historical and practical significance in balancing the opening both to
China's interior regions and other parts of the world. The three railway
lines will become a frontier for China to open to the West, said Liu
Zhijun, minister of railways.

Beijing Olympic stadiums invite investment

Chinanews, Apr. 19 - Yesterday, the International Forum on the
Construction and Operation of Olympic Stadiums was held in Beijing to
introduce 31 stadiums for the 2008 games. After-game usage of the venues
is the main purpose of inviting investment. The forum is yet another
large market promotion fair, following the successful Market Promotion
Conference on Olympic Economy last April.
The forum will deliver detailed information on materials for Olympic
venues, equipment and facilities, sports facilities purchase and
after-game usage of Olympic venues, and operational management to
participants, creating a platform for communication between venue owners,
equipment suppliers and operators.
The purchase and after-game usage division of this forum attracted 650
participants from many domestic and 110 foreign companies, including
Siemens, Volkswagen, Lenovo and the Bank of China.

China looks to straw as clean energy source

Chinanews, Xi'an, Apr. 10 (By Feng Yin) - The largest
environmentally-friendly straw power plant in China will be built in
Xi'an. Investment in the plant has reached 470 million yuan, and its
annual generation capacity is expected to total nearly 250 million
kilowatt hours after completion. Not only will it alleviate the tense
situation of electric shortages, but it will also help protect the
environment while increasing farmers' incomes.
Shaanxi is a large agricultural province and has abundant straw
resources. There are more than four million mu (2.668 billion Square
meters) of farmland in Xi'an alone and about 2.5 million tons of straw,
primarily corn straw, in autumn. Usually farmers burn the straw on the
spot after harvest, which causes uncontrollable fires in addition to
seriously polluting the environment.
Research conducted by the International Energy Agency indicates that two
tons of straw will yield the same caloric output as one ton of standard
coal when burned. However, the average sulfur content of straw is just
0.38%, much lower than that of coal. If 200 kilotons of straw are burned
every year, it would equal 100 kilotons of coal consumption, more than 60
tons of sulfur dioxide emissions as well as 400 tons of smoke and dust
emissions would be eliminated.

Huge passenger liner enters Shanghai

China's population nears 1.3 billion

Chinanews Apr. 3 - By the end of 2004, the population of China reached
1,299,880,000, revealed Wang Guoqiang, vice director of the National
Population and Family Planning Commission at the Conference of Analysis
of National Population and Family Planning Work held yesterday in the
western Chinese city of Lanzhou, Gansu Province.
According to Wang, 2004 was a critical year for family planning work. The
natural growth rate fell to 0.587%, lower than expected, dropping 0.014
of a percentage point from last year. The conference concluded that
family planning has been carried out successfully in all of China's
provinces, municipal cities and autonomous regions.

Mar. 31 - An official with the Chinese Ministry of Labour and Social
Security says 750 million people were employed in 2004, an increase of
7.6 million from the previous year.
Mo Rong, Deputy Director of the Institute for Labour Studies under the
Ministry, said that macro-control policies helped China's economy develop
smoothly last year, providing more job opportunities.
He added that the employment policy improvements also led to more
opportunites in the job market.
However, he pointed out that there was still a labor shortage in the
technical sector.

On March 23rd, China's largest scientific expedition to the Everest
region, with 25 members, set out from the Cold and Arid Regions
Environmental and Engineering Research Institute under the Chinese
Academy of Sciences in Lanzhou City. They will go to Tibet and meet over
ten Beijing scientists in Lhasa, and then climb towards Everest together.
The expedition will focus on air pollution. Moreover, they will set up an
automatic weather station at an altitude of 6,500 meters; it will be the
highest in the world.

Chinanews Mar. 23 -China is facing the third wave of internet industry
development this year as positive factors acted in unison to contribute
to the current development. There were previously two upsurges of new
infrastructure and network applications around 1995 and 1999.
On the 2005 Forum of Internet Industry Situations on March 22, the
spokesman of the Internet Association of China said that China's internet
industry has developed from the stage of unitary intranet to the current
pervasive internet that almost every ordinary person can have access. The
number of internet users has been growing rapidly. The figure had grown
to 94 million in 2004 and it is estimated that it will reach 120 million
this year.

BEG to build its first wind power plant

Chinanews, March 17 - Beijing Energy Group (BEG) plans to build a wind
power plant in Inner Mongolia with a 100,000-kilowatt power capacity. In
an effort to realize a "Green Olympics," BEG promises to provide 20% of
the total power needed for the Olympic Village (50,000 kilowatts) in the
form of clean wind power.
It is expected that Beijing's citizens will be able to utilize the
environmentally-friendly energy in 2006 as some of the power-units go
into operation.
The total investment in the plant totals 750 million yuan (90.69 million
US dollars). BEG will have a 25 year franchise period that includes the
3-year construction period. The plant will be located in Chayouzhong Qi,
Wulanchabu city, Inner Mongolia and will rank as one of the biggest wind
power projects in the nation. The bidding has finished and the
construction should start within the year. Full operation is expected in
2007.

Supermarket loyalty increases

March 15th, 2005. The report shows that over 90% of Shanghai citizens
choose to buy food in supermarkets, marking an all-time high in
supermarket loyalty. However, the latest "customer satisfaction index"
for the supermarket sector indicates that satisfaction has been in steady
decline, hitting a record low in this most recent survey.

China's CPI rose 3.9% in Feb

Chinanews, March 13 - China's Consumer Price Index (CPI) rose 3.9% in
February, year-on-year, an increase of 1.8% over that of January,
according to figures released by the National Bureau of Statistics (NBS)
last Friday. The bureau said that the CPI in urban and rural areas in
February grew 3.6% and 4.5% year-on-year, respectively.
In terms of regions, the CPI in the nation's 31 provinces, municipalities
and autonomous regions all witnessed a year-on-year increase ranging from
0.9% to 5.7%.
In terms of categories, NBS figures indicate that in February, the price
of food rose 8.8% year-on-year, while that of non-food items grew 1.4%.
Consumer products and services grew 3.9% and 4.2% year-on-year,
respectively.

Chinanews, Mar. 9 - With the introduction of the concept of "harmonious
society", it is increasingly clear that China is stepping into a post-GDP
era.
According to the official press, China in the past has been inclined to
alleviate social conflicts brought on by economic transition by pursuing
high economic growth. However, it has been proven that high economic
growth does not always lead to the creation of new jobs. Unfair
allocation of social wealth created by economic growth would also
intensify social conflicts. In the past two decades, the public's
complaint letters and cases handled by the courts have risen nearly 500
fold. Conflicts on agriculture, relocation compensation, unemployment,
public security and protection of citizen rights have been intensifying.
According to sociologists, if the challenge that China's reform and
development confronted in the past two decades was economic, then the
problems they are facing in the next two decades would be social. These
social problems should be the focus for China in its effort to construct
a harmonious socialist society.
Premier Wen Jiabao spent five pages of his report on the work of the
government to elaborate on the issue of harmonious society. He expounded
on the concepts of "scientific development strategy" and the "harmonious
society". These new concepts of governance are gradually weakening the
emphasis on GDP growth. They also reflect the government's new focus on
balanced social development.
This year, before the Conference of the National People's Congress and
the Chinese People's Political Consultative Conference were convened, the
State Environmental Protection Administration Bureau and the National
Bureau of Statistics launched the Green GDP pilot program focused on
environmental accounting and the research on the economic costs of
pollution. This pilot program would be conducted in 4 stages, starting
from January this year and would last for one year. Compared with the way
it was done in the past, GDP is defined differently in this era.

Educational expenditure growing

The urban investigation team of the Shanghai Municipal Statistical Bureau
conducted a survey on more than 3,000 urban families in Shanghai
recently. The survey indicates that the educational expenditure of
Shanghai residents continued to grow rapidly since the mid-90s. In 2003,
per capita educational expenditure reached 937 yuan, an increase of 761
yuan over 1995, with an annual growth rate of 23.2%. Education accounted
for 8.5% of total consumer expenditures in 2003, while it was only 3% in
1995.

Guangzhou Int'l Travel Fair

On Mar.4 the 2005 Guangzhou International Online Travel and International
Travel Fairs were held in that city's in Chinese Export Commodities
Center, Pazhou Complex. Over 200 tourist organizations from 24 countries
and regions including the United States, France, Germany, Australia and
Japan participated in these fairs. The photo shows a model dressed in the
style of the Qing Dynasty (1616 AD-1911 AD).

The photo shows Hong Kong's soon to be opened Disneyland, another
participant in this year's fair.

The photo shows a wax figure of Jackie Chan, which attracted many
photo-happy tourists.

Cell phone virus spreads to 12 countries

first phase of national debt from March 1 to 31. The national debt to be
issued will total 35 billion RMB, of which the three-year debt would
amount to 24.5 billion RMB, with an annual interest rate of 3.7% ,and the
five-year debt would amount 10.5 billion RMB with an annual interest rate
of 3.8%.

Boeing introduced the world's longest range commercial airplane

Chinanews, Feb. 18 - On February 15th, the US-based Boeing Co. unveiled a
new commercial airplane that has the longest range in the world till now.
With the launch of its Boeing 777-200LR (Longer Range) Worldliner, Boeing
now has an excellent product line to compete with its rival in civil
aviation, Airbus SAS.
According to Boeing, this new airliner has been equipped with the
GE90-115B engine which is manufactured by the General Electric Company
(GE). GE claimed that the engine is the most powerful airplane engine in
the world till now. With another three oil tanks, the 777-200LR can serve
a nonstop route of 9,420 nautical miles (17,446 kilometers). "The

China's petroleum import dependency to top 50% in 2010

Chinanews, Feb. 16 - Gao Shixian, director of the Energy Economy and
Development Strategy Research Center of the Energy Research Institute
(ERI) of the National Development and Reform Commission (NDRC), indicated
in London yesterday that China's petroleum import would reach 180 million
to 200 million tons in 2010, making its import dependency over 50%. He
called upon China to promote energy pluralism as one of its national
strategies.
According to annual statistics from the National Bureau of Statistics,
China imported 120 million tons of crude oil in 2004, an increase of
34.8% over the previous year. It is also the first time that China's
annual crude oil import topped 100 million tons.
At an international energy meeting held in London yesterday, Gao Shixian
gave a more definite time of 2010 when China's crude oil import would
reach 200 million tons. He predicted that, in 2010, the aggregate
petroleum demand of China would reach 350 million tons to 380 million
tons, and China's petroleum import dependency would reach 51.4% to 52.6%.
China's oil import dependency was only 29.1% in 2000.
Gao Shixian said that China paid an extra cost of at least 100 million US
dollars for the "irrational increases" in the international crude oil
price last year. The current growth trend of China's domestic energy
consumption would also continue. He claimed that China had 40 million
private cars at present, and this figure would continue to grow when the
population base and the average car ownership per family in developed
countries are considered.
Gao Shixian also said coal consumption accounted for two thirds of China
current energy consumption volume. However, natural gas is rapidly
catching up and taking over while coal consumption actually saw its
market share decline. He welcomed the gradual shift to natural gas in
China, and claimed that natural gas would account for 20% of the total
energy consumption in 2010. He also pointed out that natural gas import
would reach 20 to 25 billion cubic meters in 2010.
The fact is, the Chinese Government has already put in great effort to
achieve "energy pluralism". It is counting heavily on nuclear power. A
group headed by the Huaneng Group is actively promoting the
commercialization of new-type nuclear power stations. Maybe comments from
other international experts participating in the conference could help
relax Mr. Gao Shixian a little. A global petroleum strategy analyst from
Deutsche Bank forecasted that the growth rate of China's petroleum
consumption this year could be slower than that of last year.

But 106 have lifted the ban to bring more "atmosphere" to the holiday, the state's Southern Daily said Friday. Currently, the speculative trend of betting international idle funds on an RMB appreciation seems to have cooled, and instead, hot money is chasing the US Federal Reserve which was expected to announce another rate hike last night, after a succession of previous rate increases. The Hong Kong Monetary Authority (HKMA) announced yesterday that it purchased 1.131 billion Hong Kong dollars against US dollars on Tuesday, the second time it intervened in the foreign exchange market this week. Including buying 3.822 billion HK dollars on Monday, the HKMA has purchased a total of 4.953 billion HK dollars this week. Some experts asserted that this was an indication that nearly five billion HK dollars of hot money had left Hong Kong in a hurry. A pile of international hot money has rushed into Hong Kong to gamble on an RMB appreciation since last September, causing the balances of all Hong Kong banks to soar to more than 15 billion HK dollars from just 3 billion. The HKMA's corresponding policy was to purchase US dollars by selling its own currency from last September till this week. Bank balances thus became the barometer of the amount of funds flowing in and out of the Hong Kong Special Administrative Region. The balances of Hong Kong's banking system consistently remained at the high level of 15.8 billion between last December and last month. However, this week's two large outflow of funds brought it down to 10.848 billion, a one-third decline, and also the first decline in five months. Some experts attributed the outflow of hot money to speculation that the Fed would raise rates by a quarter point, which would further widen the interest rate spread between US and Hong Kong dollars. In order to profit from this rate spread, it was inevitable that funds would leave Hong Kong and bid on US dollar-denominated assets. Besides the Fed's anticipated rate hike, a more profound cause of the outflow of hot money lies in the speculators' disappointment at their failed RMB appreciation theory. China to formulate 3G policy this year

Chinanews, Beijing, Jan. 31(By Liu Yuying) - After the Chinese government
took a first stand on the 3G license issue at the beginning of January,
the future of China's 3G market is a topic of hot debate, further
complicating the already complicated 3G license program.
There are undoubtedly many complicating factors involved in this 3G
license issue. However, according to recent public statements by the
government, China is expected to issue 3G licenses this year.
Firstly, China will basically finish in this year the industrialization
(from system equipment to the terminals) of the international standard 3G
TD-SCDMA proposed by China.
Carriers will be exposed to much less risk under this standard system.
The Director of the TD-SCDMA Industry Alliance has expressed many times
his confidence in finishing industrialization in the middle of this year.
The completion of the TD-SCDMA industrialization will clear one of the
obstacles in issuing 3G licenses.
Secondly, the government hopes that China's 3G will be mature and ready
for commercial use by the 2008 Beijing Olympic Games. The Olympic Games,
increasingly commercialized, will bring unlimited business opportunity
for many industries, including the 3G business.
According to an inside source, after carriers get their 3G licenses, they
have to build up the network and test the network for 3G. The time it
takes from license issuance to the release of phone numbers will vary
among providers. For instance, it may only take China Unicom three months
to complete all the steps while it would take China Telecom and China
Netcom six to nine months although they usually can release 3G numbers to
users in about six months time. At present, however, China's network
coverage, stability, quality, user volume, service varieties and brand
image are not yet up to speed, and there are still much to be done to
improve network services before mass commercial use. Some have said that
China would announce restructuring plans of its telecom carriers in the
second quarter of this year and issue 3G licenses in the fourth quarter.
But other industry sources are more conservative. According to them, the
work report by the Ministry of Information Industry just indicated that
they would put forward 3G policy proposals some time this year. The
timing of 3G license issuance is by no means fixed.

On the morning of January 30, Li Jinzhang, President of Shangxi Dazai
Drink Co, Ltd. (first right), Bonus, a senior engineer of US Meile
(middle), and Wang Shishang (first left), a food expert at the
agricultural modernization research institute of Chinese Academy of
Sciences (CAS) watched walnut production procedures in a Dazai workshop.
Dazai Drink Co. Ltd. of Shanxi Province invested over 60 million yuan in
the world's largest canned walnut drink production line, using imports
from eight countries including the US, UK, Germany and South Korea in
November 2004. After nearly three months of installation and adjustment,
this line succeeded in the first trial production.This production line
can manufacture 800 cans of Dazai walnut drink per minute, with an annual
output of 60,000 tons.
